Mr. Muhammad Mudassar Javed is a transformative humanitarian leader, visionary strategist, and passionate advocate for human dignity, justice, and refugee protection. With over two decades of leadership across humanitarian action, development governance, migration management, and human rights advocacy, his work reflects an unwavering commitment to protecting vulnerable communities across Pakistan and the region.
He is an alumnus of the U.S. State Department’s prestigious International Visitor Leadership Program (IVLP 2024) and a graduate of the International Institute of Humanitarian Law (IIHL), Sanremo, bringing together global insight and localized action. His expertise in international humanitarian law, refugee protection, and governance has positioned SHARP as a respected and influential voice in national, regional, and global humanitarian policy discussions.
SHARP proudly celebrates Mr. Muhammad’s recent nomination by ICVA as a National NGO Representative to the Inter-Agency Standing Committee (IASC) Humanitarian Working Group). This recognition reflects SHARP’s growing leadership in humanitarian response, refugee protection, and migration governance. Through this high-level platform, Mr. Muhammad will contribute to shaping global humanitarian policies, advancing localization, amplifying civil society perspectives, promoting knowledge exchange, and strengthening collaboration with UN agencies, NGOs, and international partners.
With academic foundations in Anthropology and Leadership & Management, he has led work across refugee protection and durable solutions, justice sector reforms, counter-trafficking, gender-based violence prevention, organizational governance, and strategic leadership. His multidisciplinary expertise strengthens his ability to offer clear, forward-looking, and impactful leadership.
As CEO, he has steered SHARP’s transformation into one of Pakistan’s foremost organizations for free legal aid, protection services, migrant support, and community empowerment. Under his leadership, SHARP has strengthened and expanded high-value partnerships with leading global actors including UNHCR, IOM, UNODC, ECHO, SDC, SEM, the European Union, ICMPD, IRC, AMNA, BICC, ICVA, APRRN, ILO, NRC, and the American Bar Association, significantly enhancing the organization’s national influence and international footprint.
Central to Mr. Muhammad’s leadership philosophy is a strong focus on localization, accountability to affected people, field-driven realities, participation and inclusion, social and behaviour change communication (SBCC), climate-resilient communities, and peacebuilding. These priorities underpin his commitment to strengthening community ownership, deepening local capacity, and ensuring that humanitarian and development interventions remain people-centered, ethical, and sustainable.
Mr. Muhammad’s leadership is marked by groundbreaking initiatives that build community resilience, enhance institutional capacities, and support rights-based, locally-driven service delivery. His collaborative approach connects governments, UN agencies, civil society, and communities to create sustainable, pragmatic solutions to complex humanitarian challenges.

Ms. Memoona Batool

M.A Political science, MSC-Gender and Women Studies, LLB from University of Punjab.
Summary of professional and supervisory experience:
Ms. Memoona is having Fifteen (15) years of experience of Project Management, Trainings, Consultation, Monitoring, Advocacy, and Report Writing, data analysis, Participatory development approaches, mainstreaming of gender into development initiatives, design and implementation of demand side governance frameworks and service delivery. Institutional and individual capacity assessment for capacity enhancement programs, training and capacity building program of Law enforcing agencies (Police, FIA), Prosecution department, Prison, Lawyers and District Administration at provincial and national level. Liaison with a range of stakeholders including but not limited to provincial governments, civil society, donor agencies.
She served with public and private sector both on various position but her long-term association with SHARP organization. Currently she is leading one of dynamic KP team as project Director and also part of SHARP management. Ms. Memoona is well groomed, gender and culturally sensitized person with negotiation and interpersonal skills.
Mr. Aatif Afzal
Project Director

Summary of professional and supervisory experience:
A creative and energetic project management and communications professional, Mr. Afzal is 17-year rich in experience of working in Pakistan’s humanitarian and development sectors at key programme positions in national and international organizations like Abt Associates INC., Internews Europe, SHARP, Indus Consortium and Children First. After obtaining his master’s degree in political science from University of the Punjab, Lahore, in 1998, he worked as a mainstream journalist for nine years before switching to the social sector in 2007.
Since then, he has been designing and implementing conventional and innovative programme, research, capacity building and advocacy approaches to complement his core competencies in strategic communications planning and analysis-based report writing while carrying out development and humanitarian assistance initiatives of diverse thematic areas across all geographic regions of the country.
Aatif joined SHARP in December 2022 as Media & Communications Coordinator with an aim to take forward and modernize organisation’s communication operations. Later, he was also entrusted with project management of SEM-supported project for extending integrated protection to Afghan refugees; and programme development tasks, which he carried out with aplomb and contributed significantly in diversifying and expanding SHARP’s partner portfolio. Further trusting his personal attributes and professional capabilities, SHARP leadership has now elevated him as Project Director (ICT) of UNHCR-supported projects. He is keen to meet the expectations.
Mr. Afzal has a wealth of experience in both humanitarian and development sectors and expertise in advocacy, communication and trainings and we are confident that he will contribute significantly towards strengthening our partnership and protection of the people we serve.
Ms. Anila Kanwal
Admin & HR Manager
Qualification:
Associate Member, Institute of Cost and Management Accountants of Pakistan (ACMA). Chartered Management Accountant (CMA). Master’s Degree in Political Science.

Ms. Anila Kanwal brings more than 16 years of progressive experience in the development sector, where she has worked in diverse operational and managerial roles with reputable national and international organizations. Throughout her career, she has developed a strong track record of contributing to organizational growth, improving operational systems, and strengthening human resource and administrative functions.
She is currently serving as the Admin and HR Manager at SHARP, where she plays a central role in shaping and executing HR and administrative strategies. Her key responsibilities include leading the end-to-end recruitment and selection processes, overseeing staff capacity development initiatives, providing technical assistance to project teams, and ensuring institutional strengthening across the organization. She also ensures seamless administrative support to all field offices, enabling smooth, efficient, and compliant operations.
As an active member of the Senior Management Team Ms. Kanwal contributes to high level decision making, organizational planning, policy formulation, and strategic program development. Her leadership approach emphasizes transparency, accountability, team development, and operational excellence.
Her professional competencies span a wide range of areas, including Human Resource Management, Office and Operations Administration, Organizational Policy Development, Staff Training and Capacity Building, Financial Management Oversight, Internal Audits, and Risk Assessment. She has played a key role in enhancing organizational systems, developing HR and administrative policies, and promoting a culture of continuous improvement.
Over the years, Ms. Kanwal has enriched her knowledge and professional capabilities through participation in numerous national and international trainings, exposure visits, and professional development programs. These opportunities have further strengthened her understanding of global best practices in HR management, leadership, and institutional development.
Mr. Irfan Ahmed Shujra
Manager Finance
Qualification:
MBA, ACPA, CSMA, AICS, CAT, CIMA (Finalist), FMVA (Finalist).
Summary of professional and supervisory experience:
Mr. Shujrah has diversified experience of more than 20 years in commercial, Audit and NGO’s setups. He is qualified chartered secretary, Certified Public Accountant, Capital Markets and Securities Analyst, Financial Modelling and Valuation Analyst and MBA -Finance.
He is associated with SHARP as Finance Manager and leading the Finance Unit of the organization.
He is responsible for the Accounts and Finance functions including accounting, treasury, budgets, audits, taxation, insurance and statutory compliances. Mr. Irfan Ahmed Shujrah keeps an eye on cash-flows to ensure transparency and also advise the top management on related matters of the organization. He provides technical assistance and feedback in the development and adaptation of financial SoPs and policies as per the required standards. As part of the Senior Management Team of the SHARP, he shares his recommendations for the improved and strengthened financial management system of the organization.
He is active member of professional bodies and hold membership of Global Financial Society (GFS), Institute of Chartered Secretaries & Managers, Institute of Certified Public Accountants of Pakistan
Mr. Manzoor Ali
Manager Legal
Qualification:
Master in Anthropology and LLB from University of Peshawar.
Summary of professional and supervisory experience:
A dynamic professional with more than 16 years’ experience in program management, implementation and contract management. He has developed expertise in managing and implementing Protection, Livelihoods, education and WASH programming. Worked as Protection specialist/coordinator in Pakistan, Sudan and Afghanistan. He has provided leadership, setting up strategic direction for protection and livelihood programing, coordination, proposals and technical reporting. He has worked with refugees, IDPs, returnees and host communities and worked with NGOs, government, INGOs and donors’ agencies. He has been part of the senior management committee and provided inputs in different strategic direction and programming. He has been involved in capacity building training of stakeholders and duty bearers on protection & human and refugee rights on national and international level. Currently, he has been managing a huge team providing services and assistance to Afghan refugees in Pakistan.
