Admission of afghan refugee in Rawalpindi college

On 2nd October 2017, Mr. Muhammad Nasir, an Afghan Refugee and a PoR card holder, currently residing in Razia Abad near PSO Petrol pump, Paratal, Jang Saidan Islamabad, visited SHARP office. He told that he has passed SSC examination from Federal Model Secondary School for Boys Rawalpindi (Rawalpindi Board) and now wants to get admission in Hasmat Ali College Rawalpindi in F.Sc. The Principal has refused and is not allowing for admission due to some reservations i.e. Mr. Nasir has a expired POR card and no permanent address. However, he also told that last date of admission is 6th October, 2017.

SHARP-Pakistan team took prompt action and SHARP lawyer contacted with Principal of Hasmat Ali college. And discussed the whole matter with him. He told that he needs approval from Directorate of Education colleges Rawalpindi due to the current situation, security risk’s and Government of Pakistan policy regarding Afghan Refugees in Pakistan.

The Principal of the college was briefed that International students can also apply to any Pakistani Colleges/Universities and they have right for education and got protection under the fundamental rights of constitution of Pakistan 1973. His parents are registered Afghan refugees and all of them have POR cards, for any security clearance the residents holding POR cards. However he told that college needs a approval of admission from Directorate of Education colleges Rawalpindi and college cannot take any risk.

SHARP lawyer visited Directorate of Education Colleges Rawalpindi and met with Deputy Director Mr. Sher Ahmed Satti and requested about the solution of this matter. Mr. Satti extended his cooperation and told that due to security reason this is one of the requirement of colleges that students will provide all details and permanent address. He told that since Mr. Nasir is an Afghan refugee, needs to provide an affidavit which is signed from two respective member of the locality and union counselor and his POR card will be attested from Embassy of Afghanistan.

SHARP lawyer visited Afghan Embassy and requested about the issuance of letter for his POR card verification for his admission and an affidavit prepared at court and signed from respectable member of the locality which the college administration accepted. Through the efforts of SHARP-Pakistan’s Alac-I team, the student suceeded in getting admission in college.
